Somehow, the Outsiders were "big" enough to get a Baxter, direct-sales-only series, just like the Legion and the Titans. The characters were apparently SO popular, they could do away with Batman and replace him with Looker. LOOKER! If you thought the characters created specifically for the Outsiders were bad...
